He based his assessments on the party's results at local elections in May, which he said were unsatisfactory because the HSS won one-fifth less councillor seats than at the 2001 elections.
Tomcic said the reasons for the electoral failure were not in the party's coalition partners but strictly within the HSS.
He said the crisis started long before the local elections and that it would be incorrect to ascribe the oversights in the current policy to only one party level.
Tomcic said the party was inactive, that members and the public were being misinformed and that there was a tendency to make decisions informally in closed circles. He added this was more the case at lower party levels and that it would not pass at the state level.
He declined to say exactly where this is happening, but said that in the ongoing elections within the HSS everyone would have to face being told if they had done a good job or not.
Tomcic said the HSS crisis referred to performance, internal order and respecting of commitments, and leadership at all levels.
He added the way out was in the ongoing internal elections, which end in December when a new leadership will be elected.
The Head Committee agreed with Tomcic's assessments, saying that some of them were even mild considering the situation in some local branches.
The Head Committee said the party had fallen low, that people in the party were pushing their own interests and that it was high time for democratic talks.
