ZAGREB, July 2 (Hina) - Prime Minister Ivo Sanader said on Saturday voting by correspondence might be introduced for Croatian emigrants and Croatian citizens who happen to be out of Croatia on election day.

Sanader, who is also the president of the ruling Croatian Democratic Union (HDZ), today met representatives of all HDZ foreign branches.

He told the press that voting by correspondence was a legitimate and common practice used by many countries and that there was no reason why Croatia should not amend the election legislation to introduce it.

New election rules are expected to be adopted by the end of the year.

The PM also said the interior and foreign ministries were instructed to simplify the procedure for obtaining Croatian citizenship.

He said he expected dual citizenship agreements to be signed soon with Bosnia-Herzegovina and other countries.

Participants in today's meeting drew attention to problems with emigrants doing military service, which Sanader said would be solved when the Croatian army became fully professional. He added the professionalisation of the military would start soon.

The PM reiterated that Croatia would gradually reduce the number of conscripts and eventually abolish compulsory military service.

He said the HDZ foreign branches fully supported Croatia's efforts to join the European Union and NATO. He added representatives of the Group 100 were currently in Croatia to discuss with ministry representatives possibilities of investing in the country.

Commenting on the growing Euro-scepticism, as shown by a recent public opinion poll, Sanader said this was understandable given that Croatia's EU entry negotiations had not started yet and the crisis surrounding the European Constitution.

Sanader said there was no alternative to the unification of Europe if Europe wanted a peaceful and safe future.

The PM also said Croatia was determined to fight organised crime.
