Gov't on provision of housing for former tenancy-right holders

ZAGREB, March 3 (Hina) - The Croatian government on Thursday made a decision on providing housing for former tenancy-right holders outside the areas of special state concern.

The decision, adopted by Prime Minister Jadranka Kosor's cabinet at its closed-door session, defines terms and conditions for the accommodation of returnees who used to be tenancy-right holders living in so-called socially-owned flats in Croatia before the war, the Croatian government's public relations office reported today.

The government adopted a conclusion paving the way for the ratification of an agreement with the Council of Ministers of Bosnia and Herzegovina, on the return of refugees from these two countries, under fast-track procedure in the Croatian parliament.

Also adopted was a report on the implementation of a programme for Croatia's assistance in the return of Croats to Bosnia and Herzegovina in 2008 and 2009.

The government today proposed amendments to mandatory health insurance legislation, envisaging the reduction of the participation charge from 15 kuna to 10 kuna for prescriptions, and referral notes for laboratory checkups and checkups in hospitals.

This HRK 15 fee has been so far paid by everybody who is not exempted thanks to additional health insurance or some other reason.

PM Kosor said this would makes savings for citizens in the amount of HRK 150 million.

The reduction of prescription and referral charges is made possible by the results of the public health-care sector reform, Health Minister Darko Milinovic said, adding that the Croatian Institute for Health Insurance (HZZO) had managed to reduce its losses by two billion kuna over the past two years.

Debts and liabilities of hospitals were cut from HRK 2.3 billion to around 1.3 billion, he said.
