The agreement and three letters of intent were signed in Koprivnica, Croatia by Gerald Schoepfer on behalf of the Styrian government and the prefects of Koprivnica-Krizevci, Krapina-Zagorje, Medjimurje, Virovitica-Podravina, and Varazdin counties.
