The meeting, which traditionally takes places before every EU summit, is being attended by 14 prime ministers, European Commission President Jose Manuel Barroso, two foreign ministers and party leaders.
The main topic discussed is the economic situation in the EU, particularly efforts aimed at boosting economic growth. The issue will also be addressed by heads of state or government at a two-day summit which opens this evening.
According to EPP sources, EPP President Wilfried Martens will put Croatia on the agenda of the meeting. It is not yet known whether a separate statement on Croatia will be issued.
The opening of membership talks with Croatia is expected to be discussed informally at a working dinner on Tuesday.
Last week EU foreign ministers postponed the start of accession talks with Croatia, which were due to have begun on March 17, until agreement is reached within the EU that Zagreb is fully cooperating with the Hague war crimes tribunal.
