The EUR900,000 project was designed by the European Union in cooperation with the Croatian Employment Bureau and will be financed by the EU.
The project will be implemented by a consortium consisting of a German consulting company, a college from Denmark, and the Slovene Employment Bureau.
The project, which covers the counties of Zadar, Sibenik, Sisak and Vukovar, is to be completed by April 2006.
After a survey of labour demand and a human resources strategy are drafted for the four counties, the consortium, in cooperation with local authorities, unions, employers and NGOs, will draw up an employment programme, said Wulf Schmieder, who heads the project.
This programme, which will also be funded by the EU, is the first project to be implemented in Croatia in line with the principles of the European Employment Fund.
