I have come to Belgrade with only one simple message: Banja Luka needs help, please ensure it, Paddy Ashdown said on Wednesday after meeting Serbia-Montenegro's Foreign Minister Vuk Draskovic in Belgrade earlier in the day.
The Briton told the press that between 15 and 20 Bosnian Serb war crimes fugitives were hiding in Serbia.
On Wednesday afternoon, Ashdown also met for talks with Serbia's President Boris Tadic and Prime Minister Vojislav Kostunica.
According to a press release issued by the Office of the Serbian President, Tadic and Ashdown agreed that it would be unacceptable to change the Dayton peace accords and constitutional arrangements of Bosnia without consent of all the three constituent peoples.
Belgrade should help Banja Luka, but not only that Belgrade is helping, but it is hindering it, Ashdown said in an interview with Television B92 on Wednesday, adding that the Bosnian Serb entity had been violating the Dayton agreement for nine years by failing to arrest and extradite war crimes fugitives.
