Admiral Harry Ulrich said that 17,000 KFOR peace troops were "trained and ready to prevent the shameful behaviour".
NATO peace troops in Kosovo have been criticised for failing to protect the Serb minority in the province during several incidents in March 2004.
Ulrich said the security situation in Kosovo, as well as in the north of province, was good. He travelled to the north of Kosovo and held talks with representatives of the Serb-populated municipalities of Zvecan, Leposavic and Zubin Potok.
Ulrich dismissed claims that illegal Serb paramilitary groups existed in that part of the province, refuting Belgrade media speculations that "defence forces", whose acronym was SOAP, were active in that region.
