Diplomat believes Bosnia, Montenegro and Serbia may join NATO's PfP by year's end

SARAJEVO, Aug 1 (Hina) - There are still chances for Bosnia-Herzegovina, Montenegro and Serbia to be admitted to NATO's Partnership for Peace (PfP) programme until the end of this year, and an informal decision on the matter may be made by foreign ministers of the alliance's member-states, who are scheduled to meet in New York in September, Bosnia's Ambassador to NATO, Sven Alkalaj, has said.

The diplomat told the Sarajevo-based Dnevni Avaz daily on Tuesday, that NATO member-states' foreign ministers are expected to discuss the topic of Bosnia, Serbia and Monteengro on 18 or 19 September in New York where they will attend the United Nations' General Assembly.

"If this decision (on the entry into PfP) has been made, we expect Bosnia, Serbia and Montenegro to be officially admitted to the Partnership at the Riga summit in late November, however, it remains to be seen under which conditions this will be done," Alkalaj said.

According to him, two options are being mulled over in NATO.

One of options is to award a status of observer to the said countries which will make it possible for officials of Sarajevo, Belgrade and Podgorica to take part in meetings of NATO and countries-partners. This status will be in place as long as the three countries do not meet requirements stemming from cooperation with the UN war crimes tribunal in the Hague.

The other option is to offer two-year-long conditional membership, and in that period the three countries are expected to arrest and bring to justice war crimes indictees, wanted by the International Criminal Tribunal for the former Yugoslavia (ICTY).
