"I never said that the party which wins elections will be authorised to form the government," Mesic said on Wednesday in Opatija, where he will attend the regional summit "Communication of Heritage: A New Vision of Southeastern Europe", to be held on Thursday and Friday. The event was organised in cooperation with UNESCO and the Council of Europe.

Whoever wins elections can be authorised to form the government, including a coalition, if so stipulated by relevant laws, Mesic said, dismissing a report in today's issue of the Vecernji List daily.

The report said that Mesic sent Prime Minister Ivo Sanader and Social Democratic Party (SDP) leader Ivica Racan a clear message that the party which individually wins the most votes in an election will be authorised to form the new government.
