The document consists of four chapters - the importance of communication, pastoral guidelines for activity, ethics and education for the media, and practical guidelines.
The document was presented by Jerko Valkovic, a theology professor from Rijeka, who said that the document was aimed at encouraging dialogue and discussions about the role of the media in society.

The Croatian media system is largely a product of the former communist system, which explains its ideological orientation. With the establishment of democracy, international media companies arrived in Croatia and this has resulted in a merciless struggle for profit in a relatively small media market, which is why "quality and analysis are considerably sacrificed for the sake of sensationalism and triviality", reads the document.
State and public institutions are increasingly exposed to criticism and the private sphere of people present on the public scene is increasingly violated.
"There are strong lobbies which are particularly poised against the Church and are seeking various ways, including the media, to weaken its influence in society," the document reads, noting that the right to equality is generally not respected.
Croatian media representatives assessed at the meeting with HBK officials that relations between the media and the Church had improved since last year's meeting.
