The Croatian Embassy in Hungary said in a statement that Tolbert made the statement at a Budapest session of the Council of Europe Parliamentary Assembly's Committee on Legal Affairs and Human Rights, which focused on the prosecution of war crimes from within the jurisdiction of the Hague tribunal.
The question was put by Croatian MP Slaven Letica.
According to the embassy statement, Letica asked Talbot why the Hague prosecution had not indicted Veljko Kadijevic, Blagoje Adzic and other highest ranking JNA officers for crimes in Croatia, but their subordinates Veselin Sljivancanin, Mile Mrksic, Miroslav Radic, Pavle Strugar and other JNA officers.
Talbot responded that the prosecution's indictments were based on documents, testimonies and evidence and that documents linking the highest JNA officers with concrete crimes had not emerged yet.
