Montenegro submitted its application in December 2008.
On Tuesday, the Commission recommended that this southeastern European country be granted candidate status but Brussels called off the opening of the negotiations until Podgorica met certain conditions.
Djukanovic said that his cabinet was aware of the demanding tasks ahead of them, pointing out Montenegro's resoluteness to meet all requirements.
Fuele said that the Commission would assess in one year's time whether there were measurable results in Montenegro's progress in the rule of law, judiciary and the fight against corruption.
