This is a formal conclusion that gives the Slovenian representative at the conference permission to vote in favour of the closing of Chapter No. 4.
Slovenia has so far been reserved about the closing of that policy chapter, claiming that Croatia has been unfairly preventing the entry of Slovenian banks into the Croatian market.
A breakthrough was achieved after Croatia recently forwarded to the Bank for International Settlements (BIS) in Basel its declaration saying that it accedes to engaging the BIS for negotiations on the models for settling debts which the now-defunct Ljubljanska Banka has towards its clients in Croatia.
