Describing the implementation of the said legislation as problematic and insufficient, GONG executive director Sandra Pernar said that according to a study conducted from November 2009 to September 2010 on a sample of 188 state agencies, only 84 requests were granted within the time terms stipulated by the law.
As many as 74 requests were answered after the time term, with 13 requests not being answered at all. An additional 15 requests about information are still in procedure.
Pernar complained that the answers were often formal in character and that those who sent requests to state bodies did not receive substantial answers.
She also warned that some state bodies demanded explanations of why citizens asked certain information.
GONG Council official Nenad Zakosek said that the implementation of the law on the right to have access to information was a benchmark for provisionally closing the negotiating area on Judiciary and Fundamental Rights in Croatia's accession negotiations with the European Union.
