PODGORICA, Feb 20 (Hina) - The Crans Montana Forum on Montenegro's regional, European and global prospects on Monday discussed Montenegro as a factor of regional stability and security as well as integration and economic development.

The event began at Sveti Stefan island on Sunday, with opening addresses delivered by Crans Montana Forum president Jean-Paul Carteron and Montenegrin Prime Minister Milo Djukanovic.

Carteron said all countries of the former Socialist Yugoslavia would have close ties in the enlarged Europe, but added they must first become independent.

It is important that each achieves its key goal and that Montenegro recovers as a sovereign state, he said, adding that Europe would remain close to Montenegro in the future, regardless of existing difficulties.

Djukanovic said the European Union proposal for required majority for a decision on Montenegro's status to be 55 percent of the turnout offered a specific standard for only one option, the restoration of Montenegro's independence.

"As a serious government responsibly considering the future of the state and the region, we have a duty to point to the danger of this precedent because of the risk that it might attempt to impose the realisation of the policy of unitarisation of the existing union (of Serbia and Montenegro) on the undisputed majority, which might not reach the percentage required for independence by a mere one per mille," he said.

The Crans Montana Forum is being attended by government and parliamentary officials from European countries and international organisations. Croatia's delegation is led by Foreign Affairs and European Integration Minister Kolinda Grabar-Kitarovic.
