He urged measures to halt this trend and in this context he proposed the conclusion of permanent employment contracts.
The ICTY is currently conducting 10 trials simultaneously in three courtrooms. We are equipped with staff for six trials, and this creates a huge burden on judges and other staff, Robinson told the UN Security Council while presenting orally his biannual report.
Robinson called for the prolongation of ICTY judges' mandates so as to comply with the expected duration of proceedings. Trials should be wrapped up by the end of the first half of 2011 and appeals proceedings by 2013.
The tribunal's Chief Prosecutor, Serge Brammertz, will update the Security Council later about the work of his office and cooperation of countries covered by the ICTY mandate.
Robinson and Brammertz delivered their written reports on 21 May.
