Bosnian lower house approves 2014 budget

SARAJEVO, Dec 30 (Hina) - The Bosnian Parliament's House of Representatives on Monday adopted a draft 2014 budget amounting to about 1.18 billion convertible marks (EUR 900 million).

About KM 950 million is intended for the financing of state institutions and KM 850 million for the payment of the foreign debt due next year.

"It's important to adopt the budget for next year before the end of the calendar year," Finance Minister Nikola Spiric said after the adoption, adding that this was also important to maintain the stand-by arrangement with the International Monetary Fund, which is crucial for the stability of the country's two entities.

For the budget to go into force, it needs to be approved by the House of Peoples, after which Bosnia and Herzegovina will get a EUR 27 million loan payment from IMF without which the two entities cannot pay the outlays for the budget beneficiaries.

The state budget has been practically frozen for two years and will remain so until 2015 at least because it has been estimated that there are no conditions to increase outlays for the functioning of the state bodies of authority.

The budgetary framework was restricted in 2012 also because of a government crisis. The Party of Democratic Action opposed the restrictions, saying they would weaken the state. After that, it was ousted from the ruling coalition. Its deputies used similar arguments to oppose the 2014 draft budget today.
