New tax return system, form ready for use as of Jan 1

ZAGREB, Dec 30 (Hina) - As of January 1, all taxpayers will submit, solely by e-mail, a uniform form for all types of income (JOPPD), which will replace the current six tax return forms, reducing costs for both employers and state institutions.

A new computer system has been conceived and tested for the JOPPD and is ready for use. The system and the new, single form were conceived by the APIS-IT company, in cooperation with the labour and finance ministries and the Tax Administration, reporters were told in APIS-IT on Monday.

Although the new system is complex, its managers do not expect any problems.

Project leader Katarina Weber said the JOOPD would be submitted electronically by all taxpayers, except those with up to three employees, who can do it by paper.

The new system and form will link ministries, the Tax Administration, the Central Registry of Affiliates, and the Croatian Pension Insurance Institute. Everyone involved, including Labour and Pension System Minister Mirando Mrsic, expects it to slash costs, facilitate the exchange and analysis on citizens' income data, and improve data monitoring and quality.

Mrsic said that it would now longer be possible to accumulate tens of billions of kuna in unpaid contributions or pay out salaries without also paying contributions.

Tax Administration deputy head Tomislav Kralj and APIS-IT Board chairman Hrvoje Somun would not state the value of the project.

Mrsic said the new system would also result in better management of working hours and less work for employees in some institutions.

The system was tested on 2,500 users over the last few months.
