Jovanovic said via Facebook that no principal who was relieved of duty because of unlawful activities in their performance would get his consent for being reappointed anywhere in Croatia.
"A principal must have no stain in their biography," said the minister.
Galic, who is also a vice president of the opposition Croatian Democratic Union (HDZ) party, on Friday sent a letter to Jovanovic, asking him approve Budimir's reappointment as school principal.
Last summer, in her capacity as an HDZ councilor in Vukovar's town council, Budimir reported Vukovar Mayor Zeljko Sabo for attempting to bribe her into leaving the HDZ in the town council and join the ranks of the Social Democratic Party.
The HDZ's Vukovar branch told reporters today that Jovanovic's refusal to reappoint Budimir as school principal was an inhumane and unfair political decision which would not contribute to the improvement of inter-ethnic relations in Vukovar, urging the minister to withdraw the decision.
