The conference will be hosted by French President Francois Hollande and also bring together member countries' labour ministers. The meeting is a continuation of one held in Berlin on July 3.
So far, German Chancellor Angela Merkel, European Commission President Jose Manuel Barroso and European Parliament President Martin Schulz have confirmed their attendance in Paris.
According to Eurostat's data from September, 5.6 million people in the EU under 25 are without a job, accounting for a 23.5 per cent unemployment rate. The youth unemployment rate is highest in Greece (57.3%), Spain (56.5%) and Croatia (52.8%).
