Speaking to the press after a talk at Yale University, he commented on Merkel's statement that Croatia must fulfill its obligations towards the European Union.
"I congratulate Mrs Merkel on the election victory. She has been a friend of Croatia throughout her mandate and I see her remark about the need to comply with requirements as a well-meaning remark of someone who is our friend."
As for announcements of constitutional changes, the president said every change of a fundamental document carried a moral message and that this message must apply to all crimes, regardless of their colour.
At Yale's Divinity School, he gave a talk on Croatia's experience with religion in post-communist and post-conflict society. He said religion had often been abused for different political interests.
It is important to understand different religions, Josipovic said, adding that Croatian Catholicism had been one of the foundation stones of history and that priests had been the guardians of tradition.
He said he considered Croatia as a country of human rights, of which the right to believe was one of the most important.
