(Hina) - The European Parliament rapporteur on
Serbia, Jelko Kacin, said in Belgrade on Thursday that the Serbian
government had "made some really big steps and leaps" this year and
that Serbia was not only a country candidate but was de facto
negotiating its membership to the European Union.
