Despite announcements that a monument would be unveiled in Zirovac to the refugees killed en route from Glina to Dvor, municipal authorities in Dvor, about 70 km southeast of Zagreb near the Bosnian border, did not issue a permit to erect a monument, so the victims were commemorated only with a service.
Croatian war veterans from Sisak-Moslavina County vehemently opposed the unveiling of a monument, saying it would be a way of shifting responsibility for the suffering of Serbs onto the Croatian state. They claim the Serbs were trampled by Serb tanks which were retreating towards Bosnia.
To avert possible incidents, upon arriving in Dvor the Serbian association's members were escorted to Zirovac by local police.
