The Centre for Peace Studies, the Human Rights House Zagreb and the Serb Democratic Forum today strongly condemned the unanimous decision of the HNS executive board to cease the disciplinary action against the Dinamo boss.
The NGOs said they would report the case to UEFA, the Union of European Football Associations.
In mid-March Mamic uttered a series of insults against Sports Minister Zeljko Jovanovic on a local radio, claiming that the minister "hates everything that is Croatian" and that "as a Serb who never worked in education or sports, he can't run this most important department in Croatia." Mamic spent the night in custody after he was brought in for questioning by the police following his hate speech.
Immediately after that, Croatian Football Federation (HNS) president Davor Suker said Mamic, who is also a member of the federation's executive board, had made "a gross mistake" and done huge damage to himself and football in Croatia with his latest verbal outburst.
Mamic's slurs were met with condemnation from politicians and NGOs.
