Bosnia without agreement on how to enforce ECHR ruling

SARAJEVO, April 4 (Hina) - The presidents of four political parties forming an alliance in Bosnia and Herzegovina's Federation entity on Wednesday failed to agree on a way to implement amendments to the Constitution and the election law on which the European Union insists.

Presidents Dragan Covic of the HDZ BiH, Bozo Ljubic of the HDZ 1990, Zlatko Lagumdzija of the Social Democratic Party and Fahrudin Radoncic of the Alliance for a Better Future met in Sarajevo to agree on the implementation of an agreement adopted in principle during negotiations in Brussels on March 22.

Radoncic, who organised the meeting, told the press the four leaders would meet again next week. Stefano Sannino, the European Commission Director-General for Enlargement, is expected to attend. The EU wants Bosnian politicians to agree by April 11, when a meeting is to be held in Mostar and Enlargement Commissioner Stefan Fuele is expected to attend.

An agreement is expected to be adopted by then to enforce a 2009 decision by the European Court of Human Rights under which Bosnia must eliminate from the Constitution and the election law provisions which prevent national minorities from running for the state Presidency and the state parliament's upper house.

Covic voiced confidence that a solution acceptable to all could be reached by the set deadline.

The two HDZ parties insist the legislative amendments include rules that will prevent the outvoting of the Croats.
