"Every where you look both here and in the Far East people are looking for nearby crude and refined palm oil," said a trader. Traders said there was no shortage of palm oil for shipment, but the problem lay with freight space. "You can get all the oil you need to the ports in Malaysia and Indonesia but the problem comes when you try to find suitable vessels to bring it to Europe," said another trader. Recent tighting of hygiene regulation by the Federation of oils Seeds and Fats Associations (FOSFA International) and the European Union (EU) is said by some traders to be the problem. "There seems to be a shortage of FOSFA approved vessels, but whether this is true or not I am not sure," said one trader. "There was a shortage of vessels during November, but I feel the current lack of space is more talk by people trying to force the market up than actual." "Right now there are a couple of vessels heading for Europe and we expect the situation to ease in January anyway," said another trader. Reports of lower than expected Malaysian palm oil out during November against a background of talk of increased demand from the Middle East was another supporting factor in the market. A Reuter poll carried out among some Malaysian plantation houses on Thursday concluded that local palm oil output could have fallen by as much as 19 percent during November. Malaysian private forcaster Ivan Wong projected a fall of 14 percentin his last report. Wong's last estimate for November is due out on Friday and PORLA is expected to release the offical data on Monday. Crude palm oil cif Europe at midday was $2.50 to $10 higher after afloat traded at $630 a tonne. Refined palm oil was $2.50 to $7.50 up after dated Dec olein traded at $562.60 and $565 while full Dec fetched $567.50 and Jan $557.50 a tonne fob Malaysian ports. Lauric oils were quiet with coconut oil unchanged to $7.50 up and palmkernel oil $5 higher with no business reported so far. In the soft oil sector higher Chicago futures pushed European prices up with soy oil unchanged to one guilder higher and rape oil 0.50 to 1.25 guilders above Thursday close. Based on sellers' prices the premium for rape oil over soy oil was 1.25 to 3.75 guilders at midday against 0.50 to 3.50 guilders at Wednesday's close.
