Recent tighting of hygiene regulation by the Federation of oils Seeds and Fats Associations (FOSFA International) and the European Union (EU) is said by some traders to be the problem. Traders said there had been a shortage of FOSFA approved vessels during November, but many now belive the concern is being kept alive by speculators who want the market high. Reports of lower than expected Malaysian palm oil output during November was another supporting factor. A Reuter poll carried out among some Malaysian plantation houses on Thursday concluded that local palm oil output could have fallen by as much as 19 percent during November. Malaysian private forcaster Ivan Wong projected a fall of 14 percent in his last report. Wong's last estimate for November is due out on Friday and PORLA is expected to release the offical data on Monday. At the close crude palm oil was $10 up in the nearby positions and $5 higher in the forwards. Refined palm oil closed around $5 to $7.50 up but little activity was reported during the afternoon. Coconut oil sellers closed $2.50 to $5 up after Jan/Feb traded at $775 in a switch with Feb/Mar at $765 a tonne. Traders said there was very little interest in soft oils with closing soy oil sellers 0.50 to one guilder up and rape oil 0.25 to one guilder higher. Dutch soy oil traded at 90 guilders for Feb/Apr and 93 guilders for May/Oct. Rape oil fetched 93.50 for Feb/Mar. Based on sellers' prices the premium for rape oil over soy oil was one to 3.50 guilders at the close against 0.50 to 3.50 guilders on Wednesday.
