Local elections in Bosnia held legally, in line with standards

SARAJEVO, Oct 8 (Hina) - International observers said on Monday that Sunday's municipal elections in Bosnia and Herzegovina were held in line with standards but suggested changes to electoral legislation, while political parties hinted about negotiations to solve the government crisis on the state level and in the Federation entity.

The rapporteur of an observer team of the Council of Europe Congress of Local and Regional Authorities, Amy Koopmanschap, said in Sarajevo the elections were held legally and in accordance with international standards.

She pointed to some shortcomings that should be eliminated with regard to the role of political parties' observers and the complicated voting system for those not living in municipalities in which they have residence.

There is a need for more professional and experienced election officials and less political party influence, she said.

The state parliament said today that a session of the upper house scheduled for Tuesday was cancelled without explanation by chair Dragan Covic, the leader of the HDZ BiH party.

The upper house was to have decided whether Defence Minister Muhamed Ibrahimovic and Security Minister Sadik Ahmetovic, both from the Party of Democratic Action (SDA), would be replaced.

According to earlier announcements, party leaders could meet by the end of next week at the latest in order to unblock the functioning of government.
