This was a compromise solution reached by PIC countries in May, when they agreed to close the office in Brcko but that the international supervisor for this district in northeastern Bosnia should keep its powers and react in case of need.
The supervisor is American diplomat Roderick Moore, the High Representative's first deputy in Bosnia.
In case of any dispute on Brcko's status and the situation there, the final word is on an international arbitral tribunal in Washington.
The Brcko district is a local self-government unit under Bosnia's sovereignty with its own multiethnic administration, police and judiciary. It is demilitarised and has no other flag or coat of arms other than Bosnia's. It divides Bosnia's Serb entity in two.
