Speaking to the press, Zmajlovic said the ministry would lodge an information with the relevant magistrate's court most likely on Monday.
The charges will be brought for violation of the Waste Act, which stipulates that the mayor has the duty to ensure waste management in the City of Zagreb area in accordance with regulations.
Zmajlovic said the inspection team ordered Bandic and the city to make sure that the waste management system functioned and that garbage was removed from the capital's streets.
Asked if this meant that the Jakusevac landfill was unblocked earlier today thanks to his inspection team and the information and not thanks to the mayor's good will, the minister said this was an order from the inspection team under threat of misdemeanor and penal measures.
"I believe reason has prevailed and that laws are being respected and that the mayor has done what was in his power, but the question is why the residents of Zagreb had to endure for three days the non-removal of their garbage," Zmajlovic said, stressing that Croatia must make sure that the waste management system was being implemented.
"It's a fact that nothing can be solved overnight and that Jakusevac could not be closed or cleaned up by Monday, but it's also a fact that there are no more alibis, because this case has been swept under the carpet and not dealt with for more than ten years, so it's important that the city government does everything to make sure that this problem be solved in the long term," said the minister.
Earlier today, Bandic requested in writing that the City Assembly convene for an extraordinary session on August 31 to deal with the Jakusevac landfill issue. Assembly chair Davor Bernardic said the session would be held on the 28th and that it was willing to support all legal and feasible solutions, calling for dialogue.
The head of the Cistoca waste management company, Branimir Valasek, said the garbage would be removed from the streets by Sunday night. The company's trucks could not access Jakusevac from Wednesday until today because local residents had barricaded the entry to the landfill.
