Culture minister says public broadcaster in crisis for years

ZAGREB, June 20 (Hina) - Croatian Radio-Television (HRT) has been in a management, financial and programming crisis for years, so the HRT Law should be amended in order to divide the powers between its various bodies, Culture Minister Andrea Zlatar Violic said in parliament on Wednesday presenting a bill of amendments to the HRT Law.

The amendments focus on issues of powers and responsibilities, proposing that the director general be appointed and relieved by parliament by the majority vote of all deputies, that applications for the position be invited by the HRT Supervisory Board and that the procedure be entrusted to the parliamentary information and media committee.

The amendments give the director general extensive powers - managing and representing the public broadcaster, proposing the work programme and the financial plan, and formulating the agreement with the government on the HRT's programme obligations. The director general will also have authority in the appointment and dismissal of editors-in-chief upon obtaining the opinions of journalists and other employees.

The scope of activity of the directorate would be established by the HRT Statute.

The supervisory board would have five members appointed and relieved by majority vote in parliament. One of them would an HRT employee.

The Programming Council would have 11 members - nine elected and relieved by majority vote in parliament and two elected by journalists and other employees. The Council would monitor the implementation of the broadcaster's programme principles and obligations as defined by the law and the agreement with the government.

Zlatar Violic said the amendments included some comments made in a public discussion on the bill and suggestions from the European Commission.
