BOSNIAN CROATS SEE FEDERATION WITH MOSLEMS AS LONG-TERM SOLUTION

NOVI TRAVNIK, May 4 (Hina) - The Bosnian Federation's Constituent Assembly today supported the Bonn accords but delayed its implementation until June. Opening statement were made by Federation president Kresimir Zubak and his deputy, Ejup Ganic. Zubak proposed that the government of the Federation of Bosnia-Herzegovina and the government of the Republic of Bosnia- Herzegovina should be separated, describing the current organization of the government as "inefficient" and "a source of misunderstandings." Zubak said that Bosnian Croats saw the Federation as a long- term solution regardless of how the war would end and whether the Serbs would agree to live in the Federation. The Croat Republic of Herzeg-Bosnia was a result of the need for the self-defence of the Croat people, Zubak said, adding that it would not stand in the way of the construction of the Federation. Zubak said that the Serbs had decided to break away from the Croats and Moslems permanently. "Since the situation in Bosnia-Herzegovina will apparently be resolved militarily, the Croats and Bosniacs (Moslems) will have to join forces to oppose the Serb aggressor," Zubak said. Zubak said that Croat-Moslem relations should be clearly defined, adding that the desintegration of Bosnia-Herzegovina would continue unless the Federation started to function. Ganic said that at this session Moslem deputies could not support the proposal for the separation of the governments of the Federation and the Republic. "We Bosniacs want a unified Bosnia," Ganic stressed. Ganic blamed the Croat side for delaying the establishment of the Federation. Bosnian Prime Minister Haris Silajdzic believed the government of the Federation and Republic was not a source of misunderstanings. Silajdzic strongly supported a unified Bosnia, stressing that there was no room for several countries in the territory of Bosnia- Herzegovina. There were three flags in the room where the meeting was held: a Croat flag with a checkerboard, a Moslem flag with a crescent and a flag of the Republic displaying a fleur de lis.
