ZAGREB, April 3 (Hina) - The association of independent trade
unions of Croatia (SSSH) did not accept the concept, modes and
methods for implementing the second stage of the Government's
stabilization programme, the SSSH leader, Dragutin Lesar, said
today.
Trade unions hold that the concept guarantees neither a
necessary degree of the social justice nor the achievement of the
scheduled goals.
The second stage of the stabilization programme concentrates
on the restructuring of state-run companies, mostly loss-running
firms, and on the reorganization of banks.
The SSSH believes that the planned measures of the Government
in this stage should include some incentives to better employment
as well as steps aimed at preventing of the capital outflow from
the country and monopolizing.
The SSSH asks that the Government should publish the entire
arrangement with the IMF and the World Bank and inform the public
of deals and agreements Croatia has concluded lately.
The SSSH warns that there is no draft act on labour, and fears
that the Government has no "political willingness for the real
social partnership," and that the ruling party (HDZ) does not care
about welfare state or the social justice, according to Lesar.
