The unofficial conclusion of the Vienna meeting was that the
elections had to be organised in line with standards which would be
higher than those applied during 14 September elections. The voting
and counting of votes would have to be supervised by international
representatives.
In case irregularities were spotted during the elections, the
election procedure would be repeated, Foley said.
The final decision on whether municipal elections would be
held from 22 to 24 November would be reached today. The decision
would be publicized after today's session of the Provisional
Election Commission, Foley added.
