BH SIDES MUST REACH POLITICAL AGREEMENT ON MANY ISSUES - ZUBAK

MOSTAR, Sept 9 (Hina) - "In practice, the application of the Dayton Agreement shows several deficiencies", president of the Federation of Bosnia-Herzegovina (BH) Kresimir Zubak told Hina on Monday. Pointing out the deficiencies of an annexe to that Agreement on elections, Zubak also expected difficulties with the internal organization of BH, i.e. the establishment of authority. "As soon as the main authorities, such as the BH Presidency and the parliament, are established, there will arise a whole set of issues which must be solved and about which the sides must reach a political agreement, with the consent of the international community", Zubak said. Commenting on a statement by Richard Holbrooke, who also acknowledged that the Dayton Agreement had deficiencies and suggested a new international conference on BH in order to correct them, Zubak said that back during the Dayton meetings, he himself had remarks "on territorial delimitation and the unsuitably short implementation deadlines". "Even then I said it was an illusion to expect that within a year, for the predicted duration of IFOR's stay in BH, we would solve all issues, from the return of refugees and displaced persons to elections and the establishment of authority", Zubak said. Asked what corrections the Croat side would demand if a new international conference on BH was organized, Zubak said that the Croats' foremost item on the agenda would be the issue of territorial delimitation, not just concerning Posavina. "The inter-entity line is drawn so that it divides villages, towns and even houses, which is the case in the Sarajevan district of Dobrinja", Zubak concluded. (hina) ha jn 091510 MET sep 96
