There were still difficulties in the process of the
establishment of the Federation, Steiner said. He warned that,
besides other issues, the difficulties occurred in issues of the
establishment of cantons, resolving the issue of customs, the
Federation flag and the uniforms of the Federal police officers.
"Agreements on paper" were not necessary any more, but
concrete progress on the field, Steiner said, adding that this was
the reason of the postponement of the meeting in Bonn which was to
mark the second anniversary of the Federation of Bosnia-
Herzegovina.
Those who were hindering the establishment of the Bosnian
Federation should face consequences, Steiner said, adding that
those responsible for such actions should be cut off from finances
and those who did not fulfill their duties in line with agreements,
should submit their resignations.
"I am satisfied that the Croatian President supports our
efforts," Steiner said.
