SARAJEVO, Jan 9 (Hina) - The Bosnian Assembly passed a
declaration on Tuesday cancelling the criminal prosecution of men
of military age who had avoided service in the Bosnian armed
forces during three and a half years of war.
The declaration also granted amnesty to all persons who
had committed criminal offences during the war except to those
who had committed war crimes and violated international law under
the statute of the Hague-based UN war crimes tribunal.
The aim of the document was to create conditions for the
return of refugees and displaced people to their homes and to
build up confidence between the ethnic communities and citizens
of Bosnia-Herzegovina.
Since the declaration does not have legal force, the
Assembly called on the Government to propose an amnesty law as
soon as possible.
