( Editorial: --> 8483 ) ZAGREB, Nov 5 (Hina) - Based on the Washington and Dayton Agreements, the Croatian state leadership estimated that conditions for an agreement regulating relations between Croatia and the Bosnian Federation had been created, said the Explanation following the Agreement on Special Relations between the Republic of Croatia and the Federation of Bosnia-Herzegovina and the Agreement on the Establishment of the Inter-State Council for Cooperation between the Republic of Croatia and Bosnia- Herzegovina. The long awaited document which would put a stop to various speculations and uncertainties, uses the Benelux experience as a model. It is understanding that Croatia points out the goal of its initiative for a "faster development of internal relations in the Federation of Bosnia-Herzegovina in order to overcome, in particular, problems which have a negative bearing on the existence of the Croatian people in Bosnia-Herzegovina, and on the creation of conditions for a lasting coexistence of the Croat and Bosniac- Moslem peoples". The second goal is the gradual establishment of special relations between Croatia and the Bosnian Federation leading to the establishment of a free trade zone, a customs union, a common market and a monetary union. Taken into consideration would be general and economic conditions and on the respect of special interests of Croatia and the Bosnian Federation. Within the Agreement, sides have to come to a settlement and conclude and agreement on access to the Adriatic sea and the use of the port of Ploce, as well as on passage across Neum. Croatia submitted the draft agreements to the highest officials of Bosnia-Herzegovina and the Bosnian Federation, chairman of the European Union and ambassadors of the Contact Group and full members of the Security Council in Zagreb.
