MUSLIM SIDE OBSTRUCTS RESTRUCTURING OF BOSNIAN BROADCASTER

Autor: ;MBR;
( Editorial: --> 7000 ) SARAJEVO, July 10 (Hina) - The international community's leading official in Bosnia-Herzegovina has rejected Bosniak (Muslim) criticism of his decision to name the provisional management board for the state broadcaster. In a letter sent on Friday to Bosnian Presidency chairman Alija Izetbegovic, High Representative Carlos Westendorp said his decision on the board's composition was final, but he was ready to consider another two members to be nominated by Izetbegovic and the Presidency's Croat member Kresimir Zubak. Westendorp's spokesman Rida Attarashani called as pointless the criticisms by Izetbegovic's foreign affairs advisor Mirza Hajric, who had claimed the High Representative had broken principles of the memorandum on restructuring Radio and Television Bosnia- Herzegovina (RTV BiH). Attarashani told Hina there was no way there had been a violation of what had been agreed to. The memorandum clearly foresees that nominations be made by Presidency members, and the High Representative confirms members of the management board, he said. Attarashani said since discussions began on the status of RTV BiH, Izetbegovic's office or the Bosniak side had constantly troubled talks in an attempt to slow down the process. Westendorp's spokesman recalled that months had been spent on endless discussions on the contents of the memorandum, followed by the naming of members for the new RTV BiH management. It is all about a drawing out of the process whose aim is to maintain the status quo and not enable changes to be made to RTV BiH before the elections, Attarashani said. He added that in contrast to Izetbegovic, the Office of the High Representative had established very good cooperation with Zubak during all this time. Attarashani said that during procedures to decide members of the management board, people had been manipulated in an inconvenient manner. At first the Bosniak side had nominated Jewish Council president Jakob Finci only to later seek his removal from the list with the excuse that he was the head of a religious community. We were unable to accept some of the names given to us by Izetbegovic's office, because they were people very close to the structures of the SDA (Muslim-led Party of Democratic Action) or they were employed in RTV BiH which is incompatible with membership of the management board, Attarashani said. He said that during discussions on the future of RTV BiH the High Representative had show good will and patience, but he would not allow further drawing out and obstructions when it came to restructuring the broadcaster and changing its programme contents. Tomaz Perovic, who is the international nominee on the management board, today had his first meeting with RTV BiH employees. He was only able to enter the broadcaster's building after a second attempt because security did not allow him in during the first try. (Hina) mbr /ha 102239 MET jul 98
