BANJA LUKA, July 4 (Hina) - Bosnian Croat and Bosniak (Moslem)
counsellors on Saturday walked out of the Bosnian Serb republic's
assembly in Banja Luka for the third time.
The counsellors were unhappy that their motion that an item be
included in the agenda on the return of refugees and displaced
persons to this Bosnia-Herzegovina entity had been waved.
Their "Declaration on Return" has been dismissed with a ratio of
votes 44 to nine.
In previous instances, non-Serb members left two assembly sessions
for similar reasons, when their suggestion to include in the agenda
a discussion on the implementation of the Dayton Agreement and
declaration on the return of displaced persons was refused.
The Banja Luka assembly numbers four counsellors of the Bosnia-
Herzegovina Croatian Democratic Union (HDZ) party, six by the
Social Democratic Action party (SDA) and three of the Coalition for
Bosnia-Herzegovina. They all have a unified programme regarding
the return of Banja Luka non-Serb residents, 90 per cent of whom
were forced to flee during the war.
