YUG DOES NOT ACCEPT MINI AGREEMENT ON SUCCESSION

( Editorial: --> 8825 ) BELGRADE, April 23 (Hina) - The international mediator in negotiations on succession to the former Yugoslavia, Arthur Watts, did not succeed on Wednesday in Belgrade to get the Federal Republic of Yugoslavia's consent to the "mini agreement" on succession. The mini agreement relates to the distribution of archives, realisation of citizenship rights and pensions. Yugoslav state television reported on Wednesday evening that the Yugoslav side does not consent to the date, 1 June 1991, being included in the document as the day that certain republics left Yugoslavia. The Yugoslav position is that former republics declared independence at different times and that introduction of one date in the "mini agreement" could be misused in the working out of the main agreement on succession of the former Yugoslavia as "millions of dollars" stand behind one date.
