ZAGREB, Dec 13 (Hina) - The association of Croat refugees from the right side of the Sava River valley (called Bosanska Posavina) on Wednesday held a meeting on the occasion of the fifth anniversary of the conclusion of the Dayton
peace accords, to urge the acceleration in refugee returns of Croats to their homes in Posavina and north-western Bosnia. The association expressed disappointment with and indignation at relevant factors' failure to implement the Dayton deal's provisions referring to the return of refugees and displaced persons and protection of human rights. It also expressed its opinion that Bosnia-Herzegovina should be arranged without the two entities and inter-entity boundaries, while cantons should be given a higher degree of autonomy and three constituent and sovereign (Croats, Moslems and Serbs) should be constituent and sovereign on the whole of the Bosnian territory. Wednesday held a meeting on the occasion of the fifth anniversary of
the conclusion of the Dayton peace accords, to urge the
acceleration in refugee returns of Croats to their homes in
Posavina and north-western Bosnia.
The association expressed disappointment with and indignation at
relevant factors' failure to implement the Dayton deal's
provisions referring to the return of refugees and displaced
persons and protection of human rights.
It also expressed its opinion that Bosnia-Herzegovina should be
arranged without the two entities and inter-entity boundaries,
while cantons should be given a higher degree of autonomy and three
constituent and sovereign (Croats, Moslems and Serbs) should be
constituent and sovereign on the whole of the Bosnian territory.
They cited the Dayton peace accords' Annex 7 and demanded the
international community's assistance for its implementation and
the respect of the principle that everybody should be allowed to
come back to their own homes.
They also insisted that the International Criminal Tribunal for the
former Yugoslavia (ICTY) should immediately arrest all persons
responsible for the aggression against Bosnia such as Bosnian Serb
hard-liners and war lords such as Radovan Karadzic and Ratko Mladic
or former Yugoslav President Slobodan Milosevic and Croatian Serb
rebels' leader Mile Martic.
The association asked Croatia's authorities to give support to
Bosnian Croat refugees who opted for living in Croatia after they
found shelter here and to help financially all those who would like
to come back to their homes in Bosnia.
The refugees urged the set-up of joint mix police forces in Bosnia
in line with conclusions of the Madrid conference on this matter,
and described such a step as the first move in ensuring better
security conditions for returnees.
The association is in favour of uniting the current military
components into one whole with the joint command.
It also asked the international community to help strengthen the
central and joint bodies of authority in Bosnia.
According to the association, the aforementioned requests are seen
as pre-condition for massive return of Moslems and Croats to their
homes.
Present at this meeting were representatives of the Croatian
Helsinki Committee (HHO) and the Organisation for Security and
Cooperation in Europe (OSCE).
