ZAGREB, May 24 (Hina) - Representatives of the Croatian National Sabor's House of Counties on Wednesday morning forwarded to the Constitutional Court a request for an assessment of the constitutionality of the procedure during a
recent passing of the constitutional law on human rights and freedoms and the rights of ethnic and national communities or minorities in Croatia. The request was signed by 38 of 68 representatives of the Upper House, including representatives of the ruling Six. constitutionality of the procedure during a recent passing of the
constitutional law on human rights and freedoms and the rights of
ethnic and national communities or minorities in Croatia.

The committee for the Constitution and the rule book of the House of
Counties, which initiated the signing of the request, did not
demand that the Constitutional Court suspended the law, but to
establish whether the House of Representatives violated the
procedure during the passing of the law, Zvonimir Puljic of the
Croatian Democratic Union (HDZ) told a press conference
Wednesday.
The committee believes that heads of the House of Representatives
harshly violated the procedure regarding the passing of the law.
The procedure has been started as if this was a constitutional law.
Even though the House of Counties did not discuss the law, nor it
passed an opinion on it, the House of Representatives continued the
procedure as if this was a regular system law which was to be passed
by the majority of votes of all representatives.
At the end, the law was published in the National Gazette with the
signature of the president of the Croatian National Sabor, which is
a regular procedure for constitutional laws, Puljic explained.
The problem is not in the law itself, but in the procedure, member of
the Committee Tereza Ganza-Aras of the Liberal Party said. By this
action we wish to protect the dignity of the House of Counties and
warn the public it was necessary to respect the procedure while
passing laws, Ganza-Aras said.
Puljic, however, stressed that the request forwarded to the
Constitutional Court would not be to the damage of the very
implementation of the constitutional Law, and national minorities
would not be deprived of their rights.
