economic situation in Croatia, especially the pressure policy

Asked whether the meeting tackled instructions by the coalition on
"lobbying" on local levels, Premier Racan said that was a "dead
paper", and that the "six-party coalition is not acting" according
to those instructions.
"As regards 'factionalism' we have shown, and we can prove it, that
we have not (engaged in it) even where it was expected that we would
push party candidates," the premier said. "Appointments to the
posts of ministers, deputy and assistant (ministers) have also
shown that quality and competence are preferred," he added.
"There are many people who are not members of any party, but have
been appointed because it has been assessed that their competence
is very important for the government," the premier asserted.
"The SDP (Social Democratic Party) especially has taken care of
competence and not used the possibility of appointing party people,
even where it could have," Racan, who is SDP's president, said.
The personnel changes effected in the first 100 days of the new
government's work will be evident next week, he announced.
