ZAGREB, May 9 (Hina) - The European Commission (EC) will propose to
the European Union (EU) Council of Ministers and the European
Parliament at its regular meeting in Brussels on Wednesday to adopt
an EU assistance programme for the five countries covered by the
agreement on stabilisation and association with the EU, EC's
Ambassador to Croatia Per Vinther said in Zagreb on Tuesday.
The assistance programme is called CARDS, which stands for
Community Assistance for Reconstruction Development and
Stabilisation, and covers Croatia, Bosnia-Herzegovina (BH),
Macedonia, Albania, and the Federal Republic of Yugoslavia (FRY).
According to Ambassador Vinther, CARDS continues a former
reconstruction assistance programme, and in part the PHARE
programme which already covered some countries, such as Albania,
BH, and Macedonia.
We are making things simpler by creating a uniform assistance
offering mechanism for countries in the region, Vinther said.
CARDS should provide EUR5.5 billion over a seven-year-period. Half
the amount would go to FRY in case it began democratisation
processes.
Asked how much money Croatia would get, Vinther said the particular
sums for each country had still not been defined.
