The HDZ party bench at the Upper House has a majority, and on Tuesday announced they would not support the draft budget because what it was offering was in contrast to the promises the winning coalition's six parties had stated in their electoral campaign. The parties of the winning coalition are the Social Democratic Party, Croatian Social Liberal Party, Croatian Peasants' Party, Liberal Party, Istrian Democratic Party and the Croatian People's Party.
