Parliament considers upgrading veterans' legislation to constitutional level

ZAGREB, June 15 (Hina) - A proposal to amend the constitution so as to include legislation on the rights and entitlements of Homeland War veterans and their families was presented in the Croatian parliament on Wednesday morning by the head of the Committee on the Constitution and Political System, Vladimir Seks.

Seks said that war veterans deserved to have their rights protected by the constitution thanks to their historic role.

He recalled that the rights and entitlements of the war veterans and members of their families had so far been regulated by the law on Homeland War Veterans.

The proposal is about the upgrading their protection to a constitutional law which requires the support of two thirds of MPs.

"The successful defence in the just and legitimate war of liberation, for which the credit goes first and foremost to Croatian veterans, was a precondition for the establishment and defence of the state sovereignty and territorial integrity of the Republic of Croatia," he said.

Therefore it is necessary to regulate their rights by a constitutional law.

Family and War Veterans' Affairs Minister Tomislav Ivic said that the current legislative framework was good and had been consistently implemented in the last seven and a half years.

Upgrading the law to the constitutional level guarantees continuity and security in the exercise of the rights envisaged by the law, the minister said.
