agreement that should have all features of a national social consensus," Vidovic said after the meeting. The foundations for the continuation of negotiations should be a joint assessment of the economic and social situation in Croatia, the Minister added. They agreed that the Government and trade unions should agree on top priorities for the first session of the Economic and Social Council (GSV), planned by the Government for next week. They will set up joint expert groups for drafting amendments to labour and social welfare legislation. As a pre-condition for the social pact, the GSV first session should

civil servants, Vilim Ribic said. For civil servants the agreement
on social peace has the sense only if it is reached before the
adoption of the state budget, he added.
