Slovenia's statehood day, Kucan conceded the last ten years had been "lost" in attempts to settle the open issues, and that in case an agreement was not found both states could consent to international arbitration or counselling. A bilateral agreement would be better than international mediation, Kucan said. He added he was included in the current negotiations with Croatia and that Slovenia's position in them was good.
